Water meter replacement: who pays?
The water company usually pays for the scheduled replacement of the main water meter because, under the Act on Collective Water Supply, it is responsible for installing and maintaining the main meter. The customer generally pays according to the water company’s price list only if they caused the damage, for example if the meter froze in an unheated chamber, was damaged mechanically or has a broken seal.
The situation is different in a block of flats. Individual water meters (submeters in flats) usually belong to the housing cooperative or owners’ association, and its billing rules determine who covers the replacement cost. The cost is often passed on to residents through their charges or as a separate item when all meters in the building are replaced as scheduled. If you do not know what applies in your building, ask the property manager to identify the relevant provision in the rules.

How often should a water meter be replaced?
A water meter is usually replaced every 5 years, as this is how long the verification of both cold and hot water meters remains valid. After this period, the meter cannot be used for billing, so the water company or property manager replaces it with a new or reverified unit.
The verification date is usually shown on the meter face or seal. If the end of this period is approaching and no one has contacted you, notify the water company or property manager. Earlier replacement is only necessary if the meter has stopped, is leaking or has cracked glass.
How long does it take to replace a water meter?
Replacing the water meter itself usually takes between a dozen minutes and half an hour if the fittings and valves are in good condition. The water supply to the flat or house is turned off during this time.
Replacement takes longer if the valves before the meter do not shut off properly or the old connections have seized. The installer must then prepare the plumbing first, and according to the price lists, this is not included in the replacement charge. In a block of flats, the water sometimes has to be turned off for the entire riser, so replacements are scheduled for several flats at once.
Can you replace a water meter yourself?
You must not replace the main water meter yourself because it belongs to the water company and is sealed. Breaking the seal or drawing water while bypassing the meter is an offence, and the water company may also impose additional charges.
An individual water meter in a flat can technically be replaced by the resident or with the help of a plumber, but it must subsequently be sealed by the property manager and have valid verification. In practice, it is cheaper and easier to wait for the scheduled replacement or ask the building administration whether it provides its own installer. A private plumber (service) usually charges PLN 120 ‑ 375 for this straightforward job, plus the price of the meter.

Replacing a water meter with a remote reading transmitter is more expensive than replacing a standard meter, with prices at the upper end of the PLN 185 ‑ 432 range. The transmitter costs extra, and it must be programmed and assigned to the reading system during installation.
There is no single nationwide requirement to replace water meters with radio meters. Water companies, housing cooperatives and owners’ associations may choose them during scheduled replacements because readings can be taken without entering the flat. If residents are expected to pay for such a replacement, the decision should be based on the applicable rules or a resolution.
How can you check whether a water meter needs replacing early?
A water meter needs to be replaced before its verification expires if it has stopped recording, records consumption when all taps are turned off or is physically damaged. You can carry out a simple test yourself: turn off all taps and the toilet cistern, note the meter reading and check it again after an hour. If the reading has increased, first look for a leak in the plumbing (a leaking toilet cistern is the most common cause), and only then suspect the meter.
If you believe the water meter is over-recording consumption, you can ask the water company to test it. Replacing a water meter in a detached house: what should you remember?
In a detached house, the main water meter is usually located in the basement, a utility room or a water meter chamber near the boundary of the plot. The most common reason for a chargeable replacement is the meter freezing in an uninsulated chamber, and the customer must pay for such a replacement according to the water company’s price list.
How to reduce the risk and cost:
- Insulate the water meter chamber before winter, for example with polystyrene insulation beneath the cover.
- Check the valves before and after the meter so that replacement does not require additional work.
- Do not obstruct access to the meter with fitted units, as you will have to pay for their removal during replacement.
- Record the meter reading when it is replaced and ask for a report listing the serial numbers of the old and new water meters.
