What affects the price
- size and number of people the shelter is intended for
- type of structure: a prefabricated modular structure is usually cheaper than cast-in-place reinforced concrete
- equipment standard: filtration and ventilation systems, supplies and emergency systems increase the price
- protection class: a simple temporary shelter is cheaper than a full category P shelter
- formalities: from 2026, structures of up to 35 m² can be built under a notification procedure, without planning permission

How much does a private bunker cost?
Building your own shelter (bunker) in Poland usually costs from around PLN 100 000 to PLN 300 000 for a standard structure. The simplest shelters can be built for as little as around PLN 54 500-80 000, while extensive high-end shelters may cost more than PLN 400 000-700 000.
Is there a grant for building a shelter?
There is currently no confirmed programme offering funding for private individuals to build shelters: one source indicates that applications for loans for the municipal sector have been suspended, while programme documents for the coming years remain at the draft stage.
