Seasonal or year-round cottage: which offers better value?
A seasonal cottage is cheaper to build (PLN 70,000 for a 25 to 35 m² cottage), but can only be used from spring to autumn. A year-round cottage costs several times more, but you can stay there during the winter holidays, Christmas and long weekends, as well as rent it out off-season.
- Choose a seasonal cottage if you mainly visit in summer, the plot has no utilities and your budget is limited. Water can then be supplied only for the season and drained from the system for winter.
- Choose a year-round cottage if you plan winter stays, rentals or a future move. Retrofitting insulation to an old seasonal cottage usually costs more than planning a suitable year-round cottage from the outset.
- A mobile home (6,500 PLN/m²) makes sense if you do not want to build permanently or plan to move the cottage to another plot in the future.
What additional costs need to be added to the cottage price?
The cost of the cottage itself usually needs to be supplemented by foundations, utility connections or private water and drainage systems, a terrace and heating. Can a holiday cottage be built without planning permission?
A holiday cottage of up to 35 m² can be built without planning permission by submitting a notification to the county office. Under Polish construction law, this applies to detached, single-storey buildings for individual recreational use with a building footprint of up to 35 m². One such cottage is permitted for every 500 m² of plot area.
Larger cottages, such as those measuring 70 m², can also be built without planning permission in many cases by submitting a notification with a design, but the conditions concerning the number of storeys, construction and intended use are detailed. Before buying a design, ask the county office which procedure applies to your cottage. A notification does not remove the need to comply with the local development plan or a planning decision. An application for planning permission conditions prepared by a designer costs a median of PLN 1,000.
Building a holiday cottage on agricultural or forest land usually requires the land’s designated use to be changed or a planning decision to be obtained first. This is a legal rather than a pricing issue, so ask the municipality (gmina) or a lawyer before buying a plot for a cottage.
Building a holiday cottage step by step: in what order should you pay?
Building a holiday cottage step by step follows a similar process to building a house, only on a smaller scale:
- Plot and documents: check the local development plan, obtain a planning decision if necessary and commission a site map for design purposes (PLN 1,000).
- Design: an off-the-shelf cottage design with adaptation (PLN 3,000), or a design supplied by the cottage manufacturer.
- Notification or planning permission at the county office.
- Utilities: an electricity connection or generator for the construction period, plus water and drainage.
- Foundations: strip footings, a slab or individual foundation blocks for a lightweight cottage.
- Cottage installation: usually several days to several weeks for prefabricated cottages.
- Finishing and surroundings: terrace, heating and, optionally, a garden sauna (sauna construction, median PLN 10,000) or gazebo.
