Planning permission usually takes 21 to 90 days from the submission of a complete application; straightforward cases in small municipalities can be resolved more quickly, while cases in large cities and major developments take longer. You must also allow for the time before submitting the application: according to surveyors, a map for design purposes realistically takes 7 to 30 days.
The time required to issue a decision is affected by:
- Consultations with other authorities, such as the road authority or heritage conservation officer; each has its own response deadline.
- Planning analysis, which the municipality conducts for the area surrounding the plot; this takes longer where the existing development is complex.
- Formal deficiencies in the application. Every request for supplementary information extends the process by several weeks.
- Parties to the proceedings. Neighbours may appeal, in which case the matter is referred to the local government appeals board.
- The authority’s workload. The number of applications increases ahead of regulatory changes, extending processing times.
The simplest way to reduce the waiting time is to submit a complete application from the outset, with a map, a description of the development and all powers of attorney. This is precisely what a designer or law firm will handle for PLN 1,000.

It is payable, for example, by a prospective buyer who applies for planning permission before purchasing someone else’s plot. How do you submit a planning permission application?
A planning permission application must be submitted on the official form to the municipal authority, or to the city authority in a city with county rights, in person, by post or electronically. The steps are as follows:
- Check whether the plot is covered by a local development plan. If a plan is in force, a planning permission decision is not issued; instead, you order an extract and drawing from the plan.
- Order a map from a surveyor and wait for it to be accepted into the official surveying records.
- Describe the development: the type of building, building footprint, height, roof, utility connections and access arrangements.
- Attach confirmation of utility availability or information explaining how water, electricity and sewage disposal will be provided.
- Submit the application and monitor correspondence from the authority so that you can quickly provide any missing information.
If you do not want to handle this yourself, a designer will usually do it for PLN 890 ‑ 2,000. This is particularly worth considering when the application requires a site development concept with drawings.
What requirements must be met to obtain planning permission?
To obtain planning permission, the plot must meet several cumulative conditions under the spatial planning legislation. The most important are:
- Good neighbour principle: at least one neighbouring plot accessible from the same road must be developed in a way that allows the parameters of the new building to be determined.
- Access to a public road, either directly or via an internal road or easement.
- Adequate utility infrastructure or an agreement for utilities to be provided.
- No requirement for consent to change the designation of agricultural or forest land to non-agricultural use.
- Compliance with separate regulations, for example those concerning nature or heritage conservation.
If the plot does not meet any one of these conditions, the municipality will refuse permission and the application costs will be lost. If in doubt, consult a municipal planner or lawyer before paying for a map and designer.
Planning permission: how long is it valid and what changes in 2026?
Planning permission decisions issued under the old rules do not expire, but they cease to apply if a local development plan with different provisions comes into force for the area or if someone else obtains a building permit based on the same decision. The spatial planning reform introduces general plans in municipalities: once adopted, planning permission will only be available in areas designated in the plan as development supplementation areas, and new decisions will be valid for 5 years.
The deadlines for introducing general plans have been postponed several times, and municipalities are at different stages of the process. If you are planning to purchase land for development, check with the authority whether the municipality already has a general plan and whether your plot lies within an area where planning permission can still be obtained.
