Issuing a building permit for a single-family house not used for business purposes does not usually incur stamp duty. The main amount shown is the actual total cost of preparing the development (building design, maps and formalities), not the official fee for the decision itself. Several independent sources give similar ranges (PLN 3-25 thousand), raising confidence to medium.

The decision itself may formally be free of charge, but the actual cost of preparing the entire development (construction design, maps and formalities) is usually from PLN 8,000 to PLN 25,000.
Do you have to pay for planning permission?
When building a detached house without conducting business activity, there is usually no fee for issuing the decision itself; if the investor is represented by an authorised representative, a stamp duty of PLN 17 for the power of attorney is added.
How much does an architect charge for a building permit?
A ready-made building design usually costs PLN 2000-4000, while a bespoke design most often starts from PLN 7000.
How much is the fee for submitting a planning permission application?
Submitting the application does not normally incur a fee; additional stamp duties apply, for example, for a power of attorney (PLN 17) or approval of a plot development plan (PLN 47).
