According to our criteria, there were 682 transactions in the 12 months until October 2025, and 4,453 in total since January 2022. Over the last 24 months, the highest numbers were sold in the following municipalities (gminas): Warsaw (216), Kraków (75), Pruszcz Gdański municipality (gmina) (35), Gdynia (35), Lublin (33).
What counts as a plot for an apartment block?
A plot designated in the local plan for multi-family housing (usually marked MW in local plans), such as blocks of flats and apartment buildings. We include plots of 300 to 50 000 m² sold in their entirety on the open market.

There are few such transactions (682 transactions per year across Poland), and each concerns a different location and development potential, so the variation is considerable: from PLN 140 to PLN 895/m² for the middle half of transactions. A few sales in the centres of large cities can shift the median, so we treat year-on-year changes with caution.
What affects the price of a plot for multi-family housing?
Apart from location, the key factor is how many flats can be built on the site. The local development plan specifies matters including development intensity, maximum height, the proportion of biologically active area and the required number of parking spaces. This is why developers often calculate the price per m² of usable residential floor area that can be built, rather than per m² of land.
What taxes apply when buying land for a block of flats?
This is building land, so a sale by a company registered for VAT is subject to 23% VAT, with no PCC tax payable. When buying from a private individual, the buyer pays 2% tax on civil-law transactions (PCC) based on the market value. There is also the notary's fee plus VAT and the court fee for the land and mortgage register entry.

From the Property Price Register (RCN, Polish official register of real-estate transactions), maintained by county authorities and city mayors based on notarial deeds, with data made available by the Head Office of Geodesy and Cartography. We use data from 380 counties and city registers. These are contract prices, not asking prices, and exclude details of the parties to the transactions.
What is the difference between the transaction price and the asking price?
The asking price is the amount in the listing that the seller would like to receive. The transaction price is the amount recorded in the notarial deed, for which the property actually changed hands. Listing prices can be higher due to room for negotiation and properties that do not sell, so we show transaction prices only, as a median: half of the transactions were cheaper and half were more expensive.

Every month, we retrieve new transactions from the register and recalculate all figures (last updated 5 October 2026). County offices enter notarial deeds in the register with a delay, so the latest complete month in the data is October 2025.
