Commercial development plot prices 2026

The median based on 5,037 transactions in the 12 months until January 2026 is PLN 133/m². Half of transactions were between PLN 67 and PLN 292/m². A typical transaction is a 1,440 m² plot for PLN 215,000.

The median for the last three months (November 2025 - January 2026) was 13.5% higher than than in the same months a year earlier. We calculate the change across 114 counties (powiats) that have provided complete data since 2022, so it is not distorted by new counties joining the register.

Annual medians: 2022: 108 PLN/m², 2023: 132 PLN/m², 2024: 166 PLN/m², 2025: 178 PLN/m². From 2022 to 2025, the median changed by +64.8%. In 2026 (until January 2026), it is 167 PLN/m². We include 114 counties with complete data from 2022 onwards.

The highest medians (12 months until January 2026) are in the following voivodeships: Zachodniopomorskie Voivodeship (350 PLN/m²), Podlaskie Voivodeship (251 PLN/m²), Pomorskie Voivodeship (200 PLN/m²). The lowest: Warmińsko-Mazurskie Voivodeship (73 PLN/m²), Świętokrzyskie Voivodeship (78 PLN/m²), Małopolskie Voivodeship (89 PLN/m²). The median in the most expensive voivodeship is 4.8 times higher than in the least expensive one.

Medians for the last 24 months: Warsaw 1,198 PLN/m² (298 transactions), Poznań 1,052 PLN/m² (19 transactions), Wrocław 821 PLN/m² (44 transactions), Gdynia 729 PLN/m² (38 transactions), Kraków 596 PLN/m² (100 transactions), Lublin 575 PLN/m² (33 transactions), Białystok 487 PLN/m² (28 transactions), Szczecin 446 PLN/m² (93 transactions). For comparison, the median across Poland is 133 PLN/m². Cities not shown here had fewer than 15 such transactions or their county authority does not provide complete data.

According to our criteria, there were 5,037 transactions in the 12 months until January 2026, and 22,189 in total since January 2022. Over the last 24 months, the highest numbers were sold in the following municipalities (gminas): Warsaw (298), Czarny Dunajec (234), Jabłonka municipality (gmina) (207), Ożarów Mazowiecki (139), Kraków (100).

Among the 36 municipalities with at least 50 transactions over 24 months, the highest medians are in: Warsaw (1,198 PLN/m²), Ożarów Mazowiecki (610 PLN/m²), Kraków (596 PLN/m²). The lowest are in: Jabłonka municipality (gmina) (53 PLN/m²), Dobra municipality (gmina) (55 PLN/m²), Stryszawa municipality (gmina) (55 PLN/m²). A plot designated in the local plan for commercial development (usually marked U in local plans), such as shops, offices, food and drink venues and service outlets. We include plots of 200 to 50 000 m² sold in their entirety on the open market.

The most important factors are location by a busy road or in the centre, visibility and easy access, as these determine customer traffic. Other factors include local plan provisions (permitted building footprint and height, whether residential use is allowed), the size and shape of the plot, utilities and proximity to residential areas. Large plots for retail parks usually have a lower price per m² than small plots in town and city centres.

A commercial plot is building land, so a sale by a company registered for VAT is subject to 23% VAT, with no tax on civil-law transactions (PCC) payable. When buying from a private individual, the buyer pays 2% tax on civil-law transactions (PCC). Notary fees plus VAT and the court fee for registration in the land and mortgage register also apply.

From the Property Price Register (RCN, Polish official register of real-estate transactions), maintained by county authorities and city mayors based on notarial deeds, with data made available by the Head Office of Geodesy and Cartography. We use data from 380 counties and city registers. These are contract prices, not asking prices, and exclude details of the parties to the transactions.

The asking price is the amount in the listing that the seller would like to receive. The transaction price is the amount recorded in the notarial deed, for which the property actually changed hands. Listing prices can be higher due to room for negotiation and properties that do not sell, so we show transaction prices only, as a median: half of the transactions were cheaper and half were more expensive.

Every month, we retrieve new transactions from the register and recalculate all figures (last updated 5 October 2026). County offices enter notarial deeds in the register with a delay, so the latest complete month in the data is January 2026.
