Online price lists quote amounts ranging from a few hundred to several thousand PLN because the same term covers several different documents. What determines a building surveyor’s price:

A building expert report is a comprehensive analysis of the condition of a property or part of it, including calculations, conclusions and repair recommendations. It typically costs PLN 2,000 ‑ 2,750.

An expert report is also required under construction law in certain situations, such as when changing how a building is used or when the building control authority has concerns about its condition. A technical opinion cannot replace such a report, so before ordering the cheaper option, ask the relevant authority which document it requires.

How much does an opinion from a court-appointed construction expert cost?

A report prepared by a firm specialising in opinions for court proceedings costs around PLN 6,250 net (excl. VAT), plus VAT, which is considerably more than an ordinary expert report costing PLN 2,250. The higher price reflects its scope: the document must withstand criticism from the other party and questions from the court.

It is worth distinguishing between two situations. An expert appointed by the court during proceedings is paid in accordance with the regulations governing court costs, and an advance is usually paid by the party that requested the expert evidence. When buying a house, an expert report costs only a small fraction of the property’s price and may reveal defects worth more than the entire discount being negotiated. Examples of costs that a building surveyor can help identify before you sign the contract include:

A building surveyor assesses a property’s technical condition, a property valuer determines its market value, and a construction manager oversees and signs off construction work. These are three different professions with three different prices:

When buying a flat with a mortgage, the bank will commission a property valuation report anyway, but the valuation report says nothing about technical defects. How much does an hour of a building surveyor’s work cost?

The collected price lists do not include hourly rates for building surveyors because they usually price the entire document rather than an hour of work. For comparison, a construction manager charging by the hour takes around 225 PLN/h, and around PLN 425 for a single site visit. If a building surveyor proposes an hourly rate, ask for an estimate of the total number of hours and a maximum price cap.

Who pays the building surveyor’s costs?

As a rule, the building surveyor’s fee is paid by the person commissioning the work, usually the buyer or property owner. If the damage is covered by an insurance policy, for example after flooding, ask the insurer whether it will reimburse the cost of the expert report or send its own surveyor. In a dispute with a contractor, you may be able to recover the cost of a private expert report as part of your loss, while the court decides who bears the cost of a court expert’s opinion during proceedings. Who can inspect the technical condition of a house, and how can you avoid overpaying?

The technical condition of a house may be assessed by a building surveyor or an engineer with the relevant construction qualifications who is registered with the Polish Chamber of Civil Engineers. Before commissioning the work:

  1. Check their qualifications using the public search tool of the Polish Chamber of Civil Engineers.
  2. Describe the problem and purpose. Specify whether you need an opinion on a single defect, a full expert report or a document for a court or public authority.
  3. Request a written quote setting out the scope of testing, deadline and whether the price is net or gross.
  4. Ask about laboratory tests, as these are usually charged separately and are not included in the price of the expert report.
  5. Compare two or three quotes. Prices can vary severalfold between firms.
